Mr. Carter was born on November 23, 1944 in Tampa, Florida. Lee was a United States Navy Veteran and was a resident of Wrightsville, Georgia until moving in 2016 to the Georgia War Veterans Home in Milledgeville.
He is survived by his caretaker, Rose McNeal of Adrian, Georgia.
A private inurnment will be held at the Georgia Veterans Memorial Cemetery at a later date.
