Phillip was sealed for time and all eternity in the Washington D.C. Temple on May 18th, 1991 to his wife Judith Ann Thaxton and adopted his sons Adam Michael and Justin Daniel shortly thereafter. Phillip and Judy raised two additional children: Christopher Stephen and Kaitlynn Anne. He served 20 years in the Navy and retired with the rank of Petty Officer First Class after traveling most of the world by sea. Together they created a loving and welcoming home where his Naval services took him - Maryland, Virginia, Nebraska, and Florida.
Phillip went on to earn a master’s degree in Education and another in Instructional Design and Technology. He was an educator for people of all ages and was a man of steadfast faith. He held many callings within his church, one of his favorites was serving with his wife as Pathway Connect Church Service Missionaries and continued to touch and educate many lives.
Phillip was preceded in death by his mother Katherine Carroll. Phillip is survived by his eternal companion Judith Ann Carroll, his children Adam(Carley), Justin(Austin), Christopher(Matthew), and Kaitlynn. His father Charles Cecil, his brother David Nicholas(Shari), and his 8 nieces and nephews.
Funeral service will be on December 10, 2020, 11:00 am, viewing 9:30-10:30 am, at The Church of Jesus Christ of Latter-Day Saints, 7665 Ft Caroline Rd, Jacksonville.
