He was the son of Sylvester Kemp and Julia Ann Morseman and was born in Tipton, Michigan. He married Josephine Butrick, having three known children together:
Jottie Kemp (1880-)
Carol Edna (Kemp) Burg (1888-1923)
Albert Kemp

They made their home in Tecumseh. Widowed in 1926, he remarried, marrying Harriet Augusta (Orendorff) (Lewis) (Billmeyer) Whelan, her fourth husband, residing at 115 S. Maumee Street in Tecumseh. Hattie Kemp passed away in 1945.
