Born in Nashua, New Hampshire. Paul joined the USAF after high school and is a Vietnam Veteran. After retirement from the USAF in 1974, Paul worked for the State of Arizona and retired in 1994. He treasured his visits "back home" to New England.
Survived by his daughter Kathleen Carter. Paul's son, Michael Paul Carter, died in 2015.
Also survived by a maternal half-brother, Bruce John Carter. Paul also had two other half-brothers on his mother's side who died previously - Ronald Bernard Carter and Thomas Eugene Carter.
