US Congressman, Civil War Union Army Officer. He was elected as a Democrat to represent Pennsylvania's 5th Congressional District in the United States House of Representatives, serving from 1857 to 1859. At the outbreak of the Civil War, he raised a troop of cavalry which became Company B of the 1st Pennsylvania Volunteer Cavalry, and he was commissioned as Major of the regiment on August 16, 1861. By May 1862 he has risen to Colonel and commander of the unit, and led his men through the cavalry actions in Virginia through 1862. He resigned his commission on January 29, 1863.
