Billie Jean (Whitmore) Foster was born September 17, 1948, in Dayton, Ohio, to Johnnie Mae (Taylor) and Willie Whitmore. Early Saturday morning, October 31, 2020, unbeknownst to her family, GOD in his infinite wisdom sent his angels to bring our beloved mother, grandmother, sister, aunt, cousin, and friend to the throne, to receive her crown and everlasting life. She peacefully fell asleep only to wake-up in the arms of her LORD.
In 1955, her stepfather, Curley Demmings came into her life and raised her as his own. She was raised in a Christian home that taught love for GOD, family, and others.
Billie accepted Christ as her savior at a young age and united with the Harris Memorial C.M.E. Church, where she was very active in the choir and served as youth choir advisor.
She attended the Dayton Public Schools and graduated from Roosevelt High School, class of 1966, where she was very active in the Teddett’s. While in high school she met the love of her life, David Foster. They were wed in 1969, and their union produced three beautiful daughters, Carmen Kenette, Vidia LaKisha and Davia LaChelle.
In 1969, Billie was hired at Dayton Power & Light, and retired in 2006, after 35 years of service.
On March 11, 1985, her husband was tragically killed in an automobile accident. Although she was grieving she had to pick up the pieces of her life and care for her three precious daughters. Billie was a very devoted mother who raised her girls to love GOD and treat each other and others with love and respect. For the rest of her life she would devote herself to her GOD, and her family. She was a doting grandmother who spent a lot of time with her grandchildren.
Throughout her life she was a “Mother” figure to many young people in the community and her church. Billie loved people and loved to travel, shop, and spend time with her family and friends. But her true passion was spending time with her girls, grandchildren, mother, sister, and her devoted son-in-law. She was proud to see her two eldest grandchildren, Stephan and Tierra earn their Bachelor's degrees.
Later in life Billie joined the Faith Vision Missionary Baptist Church, under the leadership of Rev. Theodore McFarland, where she served in the choir, and remained a faithful member until she moved her membership to Revival Center Ministries International, where she again served in the choir and remained faithful until her home-going. She deeply loved the church and was known fondly as “Mama Billie”
Billie’s life changed once again on October 14, 2013, when her second eldest daughter, Vidia (Kisha), unexpectedly went to be with the LORD. Although she had lost a part of her, she held tight to her faith in GOD, and never stopped trusting him.
To honor the memory of Kisha, she and her two surviving daughters established the Vidia Lakisha Foster Empowerment Organization, to keep the memory of Kisha’s commitment to the community and young people alive. The foundation awards several scholarships to deserving young college bound students. Under her co-leadership and vision the foundation has grown beyond anything she could have dreamed.
During the last year of her life she and her only sister, Joyce devoted a lot of their time to their beloved mother who by GOD’s grace celebrated her 100th Birthday in November of 2019. Unbeknownst to her and any of us it would be the last celebration with her mother, who received her crown on July 8, 2020.
Billie was recently able to see her daughter, Davia build on the legacy of her sister, Kisha, by establishing “Vidia’s Closet” a women’s clothing store in downtown Dayton.
