She was the wife of Robert L. Epperson. After meeting as students at the University of Missouri, Columbia, they were married on 28 Dec 1956. In 1958 they moved to Fulton.

Joyce was a stay-at-home mom as she raised their three children. She came to be a valuable member of the community. So remarkable was her service to others that in 2015 she was awarded the The Kingdom of Callaway Settler's Award, a singular award given yearly by the citizens of Callaway to an individual who has no historical ties to the county, yet settled it and with impressive distinction, gave great service. In 1990 she received the Callaway Chamber of Commerce Loyal Subject Award; in 2010 the Fraternal Order of Police Lodge 44 Appreciation Award.

These honors commemorate her volunteer contributions to the Callaway Ambulance District, Fire Districts, and the Callaway County Hospital Emergency Room; to service as a Crisis Response Team Member for the Fulton Police Department; and as an American Red Cross First Aid and CPR Instructor. She served on the Fulton Housing Authority board of directors; and served in several roles as a member of the First Presbyterian Church.
