US Congressman. Born in Bremen, Germany, he immigrated to the United States in 1849, and opened a grocery business in Philadelphia, Pennsylvania in 1852. He ran this business until he retired and sold it in 1891, and had become involved in Republican politics as he grew in wealth from his store, serving on the Philadelphia City Select Council from 1880 until 1884. In 1894 he ran to be the Representative from Pennsylvania's 3rd Congressional District in the United States House of Representatives. The district up until that time had been largely made up of Democratic voters, and had sent Democrat Samuel J. Randall to Congress from 1875 to 1890. The incumbent 3rd District Congressman in 1894, William McAleer, failed to gain his parties nomination, and Frederick Halterman won a surprise decisive victory over the nominee the Democrats selected to run against him (the victory was in access of 6,400 votes), becoming the first Republican ever to hold the seat. Taking office on March 4, 1895, he served a single term in the United States Congress. In the 1896 elections, he was defeated by William McAleer in a contest that was rife with charges of voter fraud, voter intimidation and backroom dealing. Halterman and fellow Republicans protested, but ultimately did not contest the election. After he left office on March 3, 1897, he remained active in Philadelphia Area German-American clubs and associations until his death in 1907.
