He was born in Dillon, S.C. on November 17, 1937. He was preceded in death by his parents, John and Betty (Lane) Hayes; ten siblings; and one son-in-law, Kevin Parker.
Cecil is survived by his wife of 47 years, Sue Cantrell Hayes; his daughter, Michelle Parker; three sisters, Coleen Mack, Betty Sue Moody, and Carolyn Sawyer; two grandsons, Jason and Logan Hayes; and several nieces and nephews.
Cecil proudly served our country in the U.S. Army and Army Reserves. He was a boilermaker for Combustion A.B.B.

A graveside service will be held at 1 PM on Friday, October 30, 2020, at Lakewood Memory Gardens East in Chattanooga.
