He was serving as Executive Officer of USS Ibrty at the time of the attack. When he was carried below decks for trearment of his injuries he refused care until his other crewmen had been treated. His commanding officer was awarded the Medal of Honor and he the Navy Cross, posthumously. Many of his classmates and others including shipmates believe the decorations should have been awarded each to the other to reflect Phil's extremely heroic actions.
