In 1915 Noel received a scholarship for his 1914 exam results

Initially Noel owned a bike shop in Kogarah before moving to Bombala. After moving to Bombala he took over the "Central Garage." Noel was able to run his garage, Willow Vale, his sheep and cattle farm and was an alderman, including one year as Mayor, for several years. Noel took over Bombala Motors from Mr. G. L. Hibbardon 10 Oct 1930. Noel had been working there by at least 19 April 1929. By the 4th Nov 1932, Noel had expanded his Motor business by buying out Mr George Warns Garage business. When the Major oil companies came to Bombala and tried to force Noel to change brands, he stood his ground and continued to sell independent fuel to the public. In an article he wrote to the Bombala times, he finished it with the following:
" As I feel sure that you stand for British freedom and fair play at all times, I trust you will find space in your valued paper to publish this letter, in order that the motoring public may understand the true position, and can then act as they think best for the general good." As well as selling cars and other accessories, Noel was also the local agent for Stromberg-Carlson wireless sets by 1937.

By 1933, Noel was an alderman at Bombala council and very active in getting the road covered with bitumen and making a push for the shoulders of the road to be done at the same time and having culverts put in to stop flooding on Maybe Street. He donated to various events by means of money and trophies. Noel's garage was appointed by the Royal Automobile Club to be the service centre for Bombala and the surrounding area's. When the Duke of Gloucester came to Bombala, Noel serviced all the cars that took the Duke south to Victoria. A temporary camping area was set up for visitors who wanted to see the Duke, and Noel was instrumental in making the camping area a permanent fixture of Bombala. By 1937, Noel had been elected Mayor of Bombala. Noel decided to not be re-elected as Mayor in 1938, due to the heavy workload it imposed but continued on as an alderman.
