US Congressman. A member of the Democratic Party, he served Oregon's 4th Congressional District in the United States House of Representatives from 1975 until 1987. He served with the United States Navy during World War II and following his return home, he enrolled at the University of Oregon. He was a real estate developer prior to beginning his career in the political arena and after succeeding John Dellenback in Congress, he became known during his tenure in Washington as a proponent of environmental causes.
