James was born on 1st January 1903 to James Coughlan (a lithographer) and Mary Agnes Coughlan (m.s. Miller), in the district of Coolock and Drumcondra, North Dublin.

On 19th September 1940, James married Catherine Ann Ogg in Inverness, Highland, Scotland. Post World War 2, they both lived in quarters at what was then 2 Central Terrace, Euxton, Lancashire, as James worked at ROF Chorley (Euxton) as a Police Constable for the War Department. James and Catherine had one son, James Allen Coughlan, who was born in 1943 in Inverness and spent most of his life living in Norfolk.

We do know that according to records James's father died the same year he was born, recorded as being 32 years old, in December 1903.
