Henry was the son of Benjamin Dulany and Elizabeth French "of Shooters Hill". The Dulany family were a wealthy Alexandria couple originally from Annapolis, MD and descended from a prominent Irish immigrant Daniel Dulany. Henry was the second of ten recorded children born to Benjamin and Elizabeth and their eldest son.
He married in 1827 Fanny Addison Carter the daughter of Landon Carter and Mary Burwell Armistead of Sabine Hall.
They had two children: Rebecca Ann Dulany (1828 - 1858) and Henry Grafton Dulany (1834 - 1888).
A portrait of Henry Dulany passed to his descendants who resided at Oakley near Upperville, VA. In the journal of Ida Powell Dulany is noted "To the right was the parlor, where the portrait of Henry Rozier Dulany of Shuter's Hill in Alexandria hang over the marble mantelpiece."
