Mr. Donald Eugene Frazier Sr., J.D. (Juris Doctorate), was born June 8, 1945 to Clarence Frazier and Florence Lathan in Des Moines, Iowa. He graduated from East High School in Waterloo, Iowa.

While facing many challenges as a child and young teen, Mr. Don Frazier enlisted in the United States Army where he was stationed in Seoul, Korea and later transferred to Sandia Base in Albuquerque, New Mexico. Sandia Base was the principal nuclear weapons installation of the United States Department of Defense from 1946 to 1971.

After Mr. Frazier’s active military career came to an end, he became a police officer with the Albuquerque Police Department. While being a police officer Mr. Frazier attended the University of Albuquerque where he received his Bachelor of Science degree in Law. During this time, Mr. Frazier had a family and moved his wife and their two sons, Donald and Keith Frazier to Oklahoma City, Oklahoma, where he attended Law School at Oklahoma City University, and went on to earn his Juris Doctorate Degree.

Dr. Frazier was an expert in the field of Administrative Law, specializing in Labor Law, Equal Employment Opportunity (EEO), Injury Compensation Law, Merit Systems Protection Law (including Reductions-in-Force), Workers Compensation Law, and Affirmative Action.

He was a senior investigator/conciliator at the Equal Employment Opportunity Commission during the early 1970s where he was instrumental in investigating and conciliating unlawful employment practices at major Fortune 500 companies. He was on the lecture circuit, speaking on the history, intent, purpose, and the present state of Affirmative Action. From 1979-1982, Dr. Frazier held the position of Corporate Manager of Affirmative Action for Wilson Food Corporation. He initially implemented affirmative action plans for Wilson Food plants throughout the United States.

Before his early retirement, Dr. Frazier held the positions of EEO Manager, Injury Compensation Manager, and Hearing Officer for the United States Postal Service. He was certified by the Supreme Court of Oklahoma as a mediator within the court system and received numerous awards and commendations for his work from civic organizations and major colleges and universities. Dr. Frazier and his wife Shirley, also founded and owned Statuestone Enterprises of Edmond, Ok.

Dr. Frazier’s untimely transition from his earthly presence has created a void in the hearts of his family and friends. He is greatly missed and deeply loved. Don and Shirley Frazier were married December 7, 1968 and had 5 children together. Dr. Frazier leaves behind his Legacy, which is his loving wife of 51 years, Shirley Frazier, his four sons, Donald Frazier Jr., Keith Frazier, Kelcey Frazier, and DeAllo Frazier; his two daughters Natasha Frazier and Michelle White (from previous marriage). He also leaves behind his 6 grandchildren whom he adored, Stacia, Javon, Nijal, Keaton, Nasiyah and Kaybree.

Dr. Frazier is also survived by his brothers and sisters Dennis, Gwendolyn, Thomas, Joseph, Thomas Oliver, Stephen, Vernon, Patricia, Annette, and Quinton.

Dr. Frazier loved his family with all his heart. He will forever be missed!

Funeral Services will be held at 10am at People’s Church located at 800 E. Britton Rd. Okc, Ok with burial to follow at Fort Sill National Cemetery in Elgin, Ok.
