Napoleon was on of 4 sons born to Jefferson W. Williams and Mary B. Williams. He was educated in the Dooly County School System and was a 1937 graduate of the Vienna High & Industrial School in Vienna, Georgia. He was a 1939 graduate of the Fort Valley Normal & Industrial School in Fort Valley, Georgia. He Enlisted in the U. S. Army and served during World War II and received his Honorable Discharge on February 12, 1949. While in the military, he fulfilled his father's wishes to continue the family business, J. W. Williams Funeral Home in Cordele, Georgia, and attended the Atlanta College of Mortuary Science in Atlanta, Georgia. He then used his G.I. Bill to attended Fort Valley State College and earned his Degree in Education. He became an Administrator with the Pike County School Board in Zebulon, Georgia at Zebulon High School. In 1952, he was offered the opportunity to lead his Alma Mata, Vienna High & Industrial School. He became one of the most respected and influential Administrators in the state of Georgia until his retirement in 1976. He was named the Distinguished Citizen of Vienna in 1976. He continued to operate the family Funeral Home and received several awards, including the Mortician of the Year by the Third District of Georgia Funeral Practitioners. He was elected to served on the Vienna City Council. He was a member of Mount Zion CME Church.

He was married Joyce Henry Williams.

2 Daughters: Gail L. Williams and Sonya D. Williams-Harris.
2 Sons-In-Law: Ernest Moore and Daniel W. Harris III.
2 Devoted Nieces: S. Helen Harding and Betty Sawyer.
3 Grandchildren: Zakia L. Ceasar(Curtis), Asad T. Mack and Daniel W. Harris IV.
1 Great Grandson: Curtis C. Ceasar III.

Services were held Thursday, May 13, 2010 at 12PM in the Dooly County High School Gymnasium in Vienna, Georgia.
