New Hampshire Governor. He graduated from the University of New Hampshire in 1969 and received his law degree from Georgetown University in 1972. He served as an attorney in the US Air Force from 1972 to 1976, including assignment as legal counsel to the Secretary of the Air Force from 1973 to 1975 and special assistant to the Assistant Secretary of the Air Force from 1975 to 1976. Merrill was discharged in 1976 with the rank of captain. He practiced law in New Hampshire from 1976 to 1983, then became legal counsel to Governor John H. Sununu. In 1984, Sununu appointed Merrill as state Attorney General, and he served until 1989. Merrill returned to practicing law until 1992, when he was the successful Republican nominee for governor. He was reelected in 1994 and served from January 1993 to January 1997. Taking office during a recession, Merrill sought to cope with a state revenue shortfall by making large cuts to the state budget and cutting regulations to stimulate economic activity. He did not run for reelection in 1996, and later worked as chairman of Boston-based Bingham Consulting.
