He is survived by his wife of 47 years Debra Lynn Hall Whitlock of Spotsylvania; two daughters Tracy Rogers and husband Timothy of Spotsylvania, and Doris Toombs and husband Marshall of Mineral; two sons James E. Whitlock Jr. of Louisa, and William Whitlock and wife Natalie of Colonial Beach; eleven grandchildren Tiffany and husband Devon, Tyler, Marty, Corey, Raven, Jasmine, Miranda, Aiden, Dylan, Abigail, and Brennan; two great grandchildren Colten, and Kinley; special dog Sassy Pooh; one brother John Whitlock and wife Shirley of Spotsylvania; and four sisters, twin sister, Phyllis Wilson and husband David of SC, Pauline Wilson and husband Lonnie of SC, Rosemary Kiser of TN, and Bonnie Whitlock of SC.
A graveside funeral service will be held on Saturday, September 5, 2020 at 11:00 AM at the Craigs Baptist Church Cemetery, Spotsylvania. Preddy Funeral Home of Orange is assisting the family.
