Joe was the son of Andrew Jackson Barber and Violet Sophronia Robertson. He was born on Lake Conway and became the first tax collector of Osceola County in 1890, serving in that post for 4 years. He was also a member of the Orange County Democratic Executive Committee and helped build the first railroad to come to Orlando.

On March 10, 1887, Joe married Maggie Simmons in Orange County, Florida. They were the parents of Carl (married Mary Hodges), May (married Frank George), Roberta (married Patrick W. Moore), Annie (married William Elliott), Joseph Katz (married Dixie Pharr), Spencer (died as a young man), Chester (married Emily Cruty), A. Jack (married Mabel Soder), and Robert W. (married Evelyn Rogers).

The Barber family has traditionally followed cattle and citrus pursuits and made history in Orange, Brevard, Osceola and Palm Beach counties.
