Floyd was born in Frog Lake, Alberta, Canada to Milton Ellsworth Higgins and Johanna Martha Neuhausser. Floyd had three brothers. As a youth, he and his family moved from Canada to Michigan, and then settled in Hampton, Virginia. As a young man he lost his brother, Dale and then his father.
He joined the Navy in January 1945 and was honorably discharged in 1946. While on his troop train he passed through Portland and was fascinated by the area. He also had a couple of friends from Virginia that lived in Portland. After his service, he jumped on his Indian motorcycle and headed west to Portland. While there he met his future wife, Agatha, while roller skating at the Imperial Roller Rink.
Floyd had many friends, interests, and jobs throughout his life. Family was the most important thing to him. He loved all of us.
He is survived by his wife of 69 years, Agatha; sons, Dale (Thanh) and Steven (Sabrina); daughter, Susan (Scot); five grandchildren, Douglas, Andrea (Roman), Rachael, Erik, and Michael; and one great grandson, Floyd.
