Born August 2, 1967, in Paoli, he was the son of Michael Lee and Betty J. (Mounce) Hart.
Kelly had been employed by the City of Mitchell.
Survivors include children, Cheyenna J (Duncan) Weilbaker of East Oolitic, Rayden Grace Duncan, Frankie Gene Duncan
His mother, Betty J. (Mounce) Hart of Bedford
His father, Michael Lee Duncan and wife Sherry (Cummings) Duncan of Bedford,
grandchildren, Rilynn Abel, Colton Abel, Noen Hobson
half-sister, Michelle Lee Duncan of Bedford, He was preceded in death. By his brother, Ronnie Lee Duncan, and his one day old son Calvert Lee Duncan
