Hilliard was born Feb. 18, 1948, in Luray, of the late James Cephas and Louise Virginia (Stroupe) Hilliard.

He served in the Army.

He is survived by a daughter, Amy B. Goode of Toms Brook, Va.; a brother, James C. Hilliard Jr. of Stanley; a brother, Kenneth D. Hilliard of Stanley; and a sister, Wanda G. Hoak of Luray. He is also survived by one grandson
