Bessie Arthur was born in 1884 in Raleigh County, W.Va., a daughter of George Washington Smith Jr. and Emily Alice Vandall Smith.
She was one of 16 children of George Smith Jr. Mr. Smith had nine children with Emily, who died in January 1905, and seven children with second wife Emma Biars.
Bessie married Oliver James Blaine Arthur, son of Charles Franklin Arthur and Amanda Treadway Arthur, on July 4, 1905, in Raleigh County. They had nine children: George Franklin, James Ernest, Russell Blaine, Edith V., Eva V., Henry D., Nannie B., Nerma Gladys, and Jocie Helen.
Mrs. Arthur died on 09 Dec 1955 in her home at Abraham, Raleigh County, after an illness of several months.
Funeral services were held in the Arthur Chapel, Abraham, with the Rev. G. R. Hubbard officiating. Burial was in the New Salem Missionary Baptist Church cemetery, Abraham.
