Bixby was the daughter of the founder of Long Beach, Jonathan Bixby. She was born at the Rancho Los Cerritos and lived a life of fabulous wealth. She was the first female police officer for the city of Long Beach, and was a well known Socialist, always campaigning for causes dear to her heart.
After graduating from Wellesley College, she worked as a social worker in Boston and San Francisco. She never had children of her own, but adopted and reared five children. She was living on the Bixby Ranch when she died, leaving her husband Carl Spencer, her vast share of the Bixby estate.
