David is the son of Samuel and Matilda (Roby) Phillips. He married Mary Kees on May 2, 1872. They had three children, Clarence, Zady and Marion (who died as an infant and is at Callahan Cemetery near Forest, Ohio).

David was a farmer in Delaware Township, Hancock County. He was a charter member of the S.S. Davis Lodge, Knights of Pythias order in Forest, and a member of the Methodist Episcopal Church. After his son Clarence passed away at the age of 27, David and Mary took in his wife Inez Phillips and helped raise their grandson Ray Phillips, who was about 3 years old at the time. Mary's half-brother Jacob Opp also lived with this family for a number of years.

After retiring from farming and when their grandson Ray was older, David and Mary moved to Forest, Ohio on Martin Street.
