A farmer for most of his life in Laos, Moua was the leader of his home village in Laos for 26 years.
He was a member of Hmong Alliance Church, Leola.
Born in Xiengkhouang, Laos, he was the son of the late Neng Yao Moua and Mai Thao.
His wife, Mee Yang, died in 1974.
Surviving are two sons: Shoua Lor of Leola; Jones of Oreville, Calif.; three daughters: Mai Yang Moua of Brownstown; Youa Moua of Ephrata; Lia Moua of France; 33 grandchildren; and 66 great-grandchildren.
He was preceded in death by two sons: Xay C. and Nhia Bee.
