Louisiana Governor. Elected as Lieutenant Governor of Louisiana in 1924, he became Governor upon the death of Henry L. Fuqua on October 11, 1926. During his administration, he ordered a "downriver cut" of the levee to protect New Orleans from the devastating flood of the Mississippi River in 1927. Afterwards, he worked with officials in Mississippi and Arkansas to form a tri-state flood control commission to secure federal aid for flood prevention and relief. He was defeated in his bid for re-election in 1928 by Huey Long.
