Daniel was born on his parents farm in Decatur Township, Green County, Wisconsin, on 06 September 1850. His parents were Jared Ingersol Bowen and Lacey Ann Fleek Bowen.

In 1876 he graduated from Rush Medical College, Chicago, IL. Between 1876 and 1895, he held the positions of Surgeon, County Coroner, and Mayor of Waukon, Allamakee County, Iowa.

From 1895 to 1897 he was elected a member of the House of Representatives of the Iowa General Assembly (26th, 27th & 28th). In 1897 he was elected as the Speaker of the House of Representatives for the 28th General Assembly. He was a staunch Republican.

He was also a surgeon in the Iowa National Guard, 4th Regiment, for about seven years.

On 25 February 1877 he married Hettie Elizabeth Burns in Albany, Wisconsin. They had three children: Albert Sidney Bowen, Mary Charlotte, and an infant daughter who was stillborn.
