Authority on foreign aid and many aspects of South America, he was assigned to be chief of the United States Technical assistance program in Columbia in 1954. While serving as a consultant of the International Cooperation Administration, he was appointed by Eisenhower in April 1958, to serve as United States Ambassador to Chile.
On April 8, 1960, on behalf of President Eisenhower, he wrote a letter defending United States policies sharply attacking Fidel Castro and other Cuban leaders for their "betrayal" of the ideals they proclaimed when they took power. This contained some of the Administration's strongest criticism of Castro's regime at the time. This provoked an angry rebuttal by Cuban President Torrado. Nine months later diplomatic tie were severed.
After leaving his post in Chile, he was an adviser on South American affairs.
A graduate of Yale and Harvard. He served in the U.S. Navy during World War II and again during the Korean Conflict, retiring with the rank of Commander.
