Delegate to US Congress. Born in Pleasant Bay on Cape Breton Island, he moved to Essex, MA in 1876, and eventually moved to Circle City, Alaska Territory in 1898, on to Nome (1900) and Juneau (1909). He was in mining and fishing businesses. A Republican member of the Alaska Territorial Senate, 4th District (1912-1920) and served as its president in 1915; and Delegate to the US Congress from Alaska Territory, (1921-1931); he became the purchasing agent for the prestigous Ogontz School from 1931 to 1950.
