RETIRED ICC EXAMINER CHARLES H. HELSPER DIES

Charles Henry Helsper, 84, a retired finance examiner with the Interstate Commerce Commission, died of a stroke Jan. 3 at Fair Oaks Hospital. A resident of the Washington area since 1935, he lived in Great Falls.

Mr. Helsper retired in 1973 after 13 years with the ICC. Earlier in his 38-year federal career, he was a railroad examiner with the Reconstruction Finance Corp., a program chief with the War Production Board, finance director of the Office of Naval Research and a transportation analyst with the Central Intelligence Agency.

Mr. Helsper was born in Kiwanee, Ill. He received bachelor's and law degrees from Washburn University in Topeka, Kan.

He served in the Navy during World War II and remained in the Naval Reserve until 1966, when he retired as a commander.

Mr. Helsper was a designer of sundials and writer of poetry, some of which was published in "The American Poetry Anthology" in 1982 and "Love's Greatest Treasurers," a 1988 publication of the American Poetry Association. His Collected Poems of Charles H. Helsper" was published privately.

Mr. Helsper was a member of the Navy League, the Kappa Sigma social fraternity, the Loyal Knights of the Roundtable in Arlington, the vestry of St. John's Episcopal Church in McLean, the Fairfax Hunt Club, the American Boxwood Society and Toastmasters International.

Survivors include his wife, Hazel Helsper of Great Falls; two sons, Charles F. Helsper of San Diego and William H. Helsper of Arlington, Tex.; and three grandchildren.
