According to Thomas Isaac Todd's bio, he was living in Madison County, Kentucky until 1839 and then he moved about to Lawrence County, Indiana to live with his children. This was 6 years after his wife Zipphora Todd died so it seems more likely that she is buried in Kentucky.
However, Thomas is shown in the 1830 Census to be living in Lawrence County, Indiana, so it is quite possible she could be buried near her husband in Gilgal Cemetery when she died in 1833.
