Billy Gene Carter, 63, of the 5500 block of Homeward Drive, died July 14, 1995, in Norfolk.

Mr. Carter was born in Antlers, Okla., and resided in the Virginia Beach area for 40 years. He had been a draftsman for General Electric Inc., Portsmouth, and had also worked at NAS Norfolk for 13 years before going to General Electric. He was a member of Calvary Assembly of God Church, Virginia Beach. He was an Assembly of God minister for 45 years and had started the Assembly of God church now known as Cedar Road Assembly of God Church. He pastored Assembly of God churches in Williamsburg and Galax, Va.

Survivors include his wife, Patty Miles Carter; three daughters, Gayle Kennedy of Norfolk, Kathy Jimerson of Virginia Beach and Lynda Duke of Vinton, Va.; three brothers, J.D. Carter of Soper, Okla., Waymon Carter of Oklahoma City, Okla., and Sherman Carter of Dallas, Texas; and grandchildren, Rachel Kennedy of Virginia Beach, Justin, Jenna and Micah Duke of Vinton, Va., Daniel, David and Sarah Jimerson of Virginia Beach; and five nieces and five nephews, all in Oklahoma. He was preceded in death by his parents, Mike and Elizabeth R. Carter.

A funeral will be conducted at 2 p.m. Sunday in Calvary Assembly of God Church, Virginia Beach, by the Rev. Don Goff and the Rev. Samuel Byler. Burial will be in Rosewood Memorial Park. The family will receive friends at Smith & Williams Funeral Home, Kempsville Chapel, from 7 to 9 p.m. today and at other times they will be at the residence. Memorial donations in Mr. Carter's memory may be made to Calvary Assembly of God Church, 4925 Providence Road, Virginia Beach.
