Statesman. 4th President of Finland. He served from 1 March 1937 to 19 December 1940. Prior to his election as president, he served as Prime Minister on four different occasions and Speaker of the Parliament six times. He is best remembered as a reformist who stressed education, settlement and land reform. His greatest achievement was "Lex Kallio". It was legislation he spearheaded allowing the government to acquire land to stimulate new settlements and to let former tenant farmers and offer other landless rural people the opportunity to own land and cultivate on favorable terms.
