U.S. Congressman, U.S. Senator. After graduating from Princeton University and Johns Hopkins University, he served as a Second Lieutenant in the 4th Regiment, 6th Division, U.S. Marine Corps, in the Pacific, during World War II. After the war, he graduated from the University of Maryland Law School, in 1949, was admitted to the bar and commenced to practice law in Towson, Maryland. He was a member of the Maryland House of Delegates, (1950-58). In 1959, he was elected as a Democrat to the Eighty-sixth and Eighty-seventh Congresses, serving until 1963. He was then elected as a Democrat to the United States Senate, serving (1963-69). After leaving the Senate, he was a farmer until his death from cancer at age 83.
