US Congressman. Born in Conesus Center, Livingston County, New York he attended the Genesee Wesleyan Seminary and College at Lima, New York. When he was twenty one he enlisted as a private in the Union Army starting with the Twenty-seventh New York Infantry from which he was promoted to second lieutenant with the One Hundred and Thirtieth New York Infantry in 1862 just a year after induction. He later became a first lieutenant and captain with the Nineteenth New York Cavalry and he had been promoted to lieutenant colonel by the time he was mustered out on February 10, 1865. He was admitted to the bar in 1867 after being graduated from Columbian College law department (today known as George Washington University) that same year. His practice began in Holly Springs, Mississippi which led to his serving as the United States attorney for the northern district of Mississippi from 1870-1875 at which time he left to fill his seat in the House of Representatives to which he had been elected as an Independent Republican to the Forty-fourth Congress (March 4, 1875-March 3, 1879). He chose not to run again for Congress and instead served as consul general at Shanghai, China for the next two years. He then resumed the practice of law in Los Angeles where he moved in 1879. He died at Santa Monica, California.
