Bill was born in Alhambra, California, the only child of George Burt Noble and Lillian Elizabeth Amschler. He was raised in a farm environment; and though he developed a severe digestion problem in his youth, he was brought back to health on raw goat milk. Growing up, he went on many local trips, often by rail to Pomona for fresh fruit.

Feeling a need to serve, he enlisted in the Navy where he worked as a nurse aboard a ship in wartime. Upon returning to civilian life, he bought a home in Alhambra near his parents.

After working and volunteering at local hospitals, he moved to New York in the 1950s. While working for a phone company there, he transferred to Los Angeles in 1969; and at that time, he settled in a rental apartment where he stayed for the rest of his life.

While employed at a phone company in Los Angeles, he began to work in local gay bars at night. He sought to help provide safe places for LGBT persons and he became active as a demonstrator for equal rights.

He was proud of his Catholic upbringing and he never lost faith or trust in God. He attended Dignity Mass regularly and served as a lector at liturgies. Though grieved by the loss of his parents, he continued to be blessed with many lifelong friends.

Recently diagnosed with cancer, he bore without complaint his physical pain and his other health struggles until he was called back to his Maker.

Those who knew Bill well will surely have fond memories of his uniques sense of humor, strong positive attitude, and deep love of life.
