He was born in Ripley, West Virginia on August 13, 1961, a son of Frances Lawson Yates of Ravenswood, West Virginia and the late Joe Yates.
Randall served in the U.S. Army.
He was employed in the Security Department at the Library of Congress in Washington, District of Columbia.
Surviving, in addition to his mother, are brothers: Jerry Yates and wife Kathryn and Larry Yates both of Tennessee; his commom-in-law wife: Mary F. Shimer and her children: Autumn, James, and Valerie Shimer; and, her grandchildren: Camaryn, Gavin, Cyrus, Jaden, and Sadie Mae.
Randall will be buried in the Indiantown Gap National Cemetery.
