Richard was born on May 31, 1948 in Peoria, IL to Blanco and Margaret (Schooley) Franklin.
He was raised by his foster parents, Atto and Elsie Paulsen. He married Lillie P. Dishman on July 2, 1976 in Peoria, IL.
Surviving are his wife, Lillie; children, Teresa Kirkpatrick, Diana (Doug Barrett) Lutton and Richard L. (Bobbi) Franklin; nineteen grandchildren; fourteen great-grandchildren; brother, Tom (Ann) Franklin and sisters Parmalee Franklin and Barbara Bell.
He was preceded in death by his parents; foster parents; son, Dale Behymer and four brothers Steve, David, James and Bob Busker.
Richard was a U.S. Army veteran serving from 1966 – 1969. He worked as a welder at Parsons Manufacturing in Roanoke, IL.
Cremation rites have been accorded and a Celebration of Life will be held at a later date.
