Tony Jon Meeves was born 29 September 1952 in Seattle, to Paul Meeves and Jessica Pearl Platt. After Tony's mother, Jessie Pearl Platt, married Hal W Bowens she changed the last names of all her children to Bowen.
Hal W Bowen is Tony's step-father.

Tony was a twin to Toby Bowen (born Meeves).
