Elaine Jeanette Powell
Arrived at Bryn Mawr, PA. to serve on August 1, 1952 and was called home on March 31, 2020.
Elaine Carter was the daughter of Walter and Juanita Carter who preceded her to Heaven, and the “Sister” to Clifton (Tony) Carter of Burlington, NC, Kathleen (Kathy) Carter Devonshire, Veronica (Ronnie) Carter Mosley, and Walter (Pyes) Carter of Philadelphia, Pa.
Elaine attended Friends of Elementary School and graduated from Overbrook High School in Philadelphia.
In the summer of 1973, Elaine met a “Navy man” while visiting her brother Tony in
San Diego, CA and on March 16, 1974, Elaine Carter and David Hamilton Powell Jr. joined hands in marriage at 5950 Windsor Avenue in Philadelphia, PA.
Little did Elaine know that not only would she return to San Diego, but she would also live in Oakland, CA (twice), San Diego, CA (twice), Iwakuni, Japan, Kaneohe, HI, Philadelphia, PA, Charleston, SC, Quantico, VA, and as Elaine would say “finally” Pensacola, FL.

Along the way, Elaine birthed two children, Shannon on July 21, 1977 (who preceded her Mom to Heaven) and David Hamilton Powell III (Duggie) on January 22, 1982.
Elaine and David had just celebrated their 46th wedding anniversary when she was called home.
For those who knew Elaine “Sister”, she was warm, loving, funny, and caring. For those who just met her, she was warm, loving, funny, and caring. Her smile was contagious and she always had a great story (sometimes a long story) to share of her childhood days in Philadelphia and Virginia. Even if you didn’t want to laugh, she had a way to make you smile and keep things in perspective. She often shared with everyone, to try to find the “good” in people or to find the “good” in not-so-good situations.
Elaine stayed grounded in her faith, character, values, and her firm belief in the importance of family.
Elaine loved, nurtured, and leaves six loving grandchildren; Mikaliah, Kimberleigh, Tony Jr., Jaylen, Gabrielle, and David IV.
She leaves love and memories to all of her in-laws: Johnetta Powell, Kimberly Powell, Glenda Carter, Alma Carter, Ellen Clayton, Leon Devonshire, John Mosley, Rodrick Clayton, Tony Powell, her aunts: Eugena Skinker, Pinky Brokenborough, her uncles Major Carter, and H. Theodore “Bubba” Carter, and a host of nieces, nephews, cousins, and friends.
Elane’s, special friends include Cornell “Bing” Jones of Burleson, TX, Troy “Hogie” McCarthy of Columbia, SC, and Jackie “Junior” Brown of Chesapeake, VA.
