Judy was born on September 17, 1957, in Houston, Texas, the youngest of four children born to Robert Percy and Ruth Berneita Harris Powell.

Judy is sister to Robert, Curtis, and Joyce Powell.

She was educated in Houston Public Schools and a graduate of Jessie H. Jones High School in 1976. She went on to attend the University of Houston.

Judy worked in home security and retail for over 25 years, with long stints at both Brinks Home Security and IKEA.

At an early age, she united with St. John Baptist Church on Dowling Street under Rev. M. M. Malone. As an adult, she joined Wheeler Avenue Baptist Church. After moving to DeSoto, Texas, she would live- stream Wheeler's services on Sundays, remaining a faithful member until her transition.

Judy was a tremendously compassionate and generous person, and although she had no children, she was incredibly present and active as an aunt to her nephews, Darryl Ratcliff, II, David Ratcliff, and Jonathan Powell.

Judy enjoyed concerts, musicals, theater, spending time with friends, and watching her favorite television programs. She also enjoyed traveling. Judy was an incredibly thoughtful and caring person, always ready to go out of her way to help others in their time of need and celebrate in times of joy.
