Diplomat. He graduated from Princeton in 1926 and entered the investment banking business. In 1942 he began a career in government as Assistant Chief of the State Department's Division of Defense Materials. He served until 1968 in a variety of diplomatic and economic assignments, including Deputy Assistant Secretary of State for Far East Affairs from 1949 to 1951, Assistant Secretary of State for European Affairs from 1953 to 1956 and 1958 to 1959, Ambassador to Canada from 1956 to 1958 and 1961 to 1962, Under Secretary of State for Political Affairs from 1959 to 1961, and US Executive Director of the World Bank from 1965 to 1968. He attained the rank of Career Ambassador in 1960.
