Mrs. Phelps was born in Chattanooga, Tennessee on November 4, 1948. She was a daughter of the late Alex Graham and Jessie McGill Graham. Along with her mother and father she was also preceded in death by a brother, Don Graham.
Prior to declining health she had worked as a waitress at the Tunnel Hill Waffle House for over sixteen years. She enjoyed sewing and loved fishing, camping, and being outdoors. Another favorite hobby of hers was her flowers. She loved her roses and tulips.
Mrs. Phelps is survived by her loving husband, Paul Edward Phelps, to whom she was married to on October 15, 1992; sons and daughters-in-law, Ross and Regena West, Robert Allen and Neva Bailey all of Tunnel Hill, Michael and Barbara Bailey of Ringgold; grandchildren, Devon Bailey, April Bailey, Jayton West, Cadence West, Austin Busby, RaeAnna Higginbotham, Bryson Jennings, and Summer Jennings; her sister, Virginia Young of Dalton; brother, Jerry Graham of Crandall; several nieces and nephews also survive.
Services to celebrate the life of Mrs. Joyce Phelps will be held on Tuesday, March 17, 2020 at 1:00 PM in Ponders Melrose Chapel. Brother George Cross will officiate. She will be laid to rest at Ponders Colonial Hills Memorial Park. Austin Busby, Bryson Jennings, Teddy Higginbotham, Jayton West, Pam West, Rhonda Motley, and Lump Motley will all be honored to serve as pallbearers.
Mrs. Phelps family will receive friends on Monday, March 16, 2020 from 5:00 PM until 9:00 PM at Ponders Melrose Chapel.
