St. Louis Mayor. He was the first man to serve in the mayor's office for three 4-year terms. He was regarded as the "father of the Municipal Opera", which opened during his administration. Also during his administration, the MacArthur Bridge was completed, construction on the Municipal Auditorium, later called Kiel Auditorium, and the Civil Courts Building was started, and the St. Louis Zoo and the Municipal Opera were established.
