Born and raised in Arlington, VA the son of James and Mary (Gardner) Tompkins, he was a lifelong resident of the District of Columbia. He was a graduate of American University, a Private in the US Army Air Corps and was Director of Aquatics for the DC Department of Recreation until his retirement. He was an active Northwest Washington, DC district-level Boy Scout, a Vigil-Honor member of the Order of the Arrow and a recipient of Scouting's Silver Beaver Award, the highest award presented by the National Capital Area Council.
