Born on December 7, 1954, Tommy was the 8th child born to the late Willie James Carter, Sr. and Lula Mae Whitfield Carter. Many years ago he acquired the nickname, "Tom Cat" by his family. At a very early age, Tommy joined Beulahland Baptist Church. He was educated in the Crisp County Public School System and was employed by the City of Cordele. After relocating to College Park, GA, he worked at This is it Bar-B-Que which was his last and final job. Tommy was such a giving and loving person. He especially loved his family and was the life of all the family gatherings. Out of all twelve siblings, he had the keenest memory. He knew every sibling, niece, nephew, great niece and great nephew's birthday. He did not hesitate to call and remind us that a birthday was coming up. He was that favorite Uncle to all his nieces and nephews. They simply adored him.
Along with his parents, Tommy is preceded in death by his sister, Annie Bell "Mae Jean" Carter Wedges.
