Mr. Tooley was born Sept. 8, 1915, on Sauvie Island, Ore. He had lived in Vancouver since 1941.
Survivors include his wife of 61 years, Evelyn, at home; one daughter, Gloria Gipson of Olympia; and two grandchildren.
Mr. Tooley, an Army veteran of World War II, was a mechanic.
He liked improving and updating the 40-foot windmill he built at his home.
A graveside service will begin at 1 p.m. Thursday at Evergreen Memorial Gardens Cemetery.
Woodlawn Funeral Home and Cemetery in Lacey, Wash., is in charge of arrangements.
