Son of the late Horace and Viola Carter. He was a U.S. Navy veteran and retired after 30 years from Ohio Bell (AT&T). He was also retired after 16 years from the Ohio Department of Taxation. He was a Boy Scout Leader (Troop 218), basketball coach, and track coach, and active within the Catholic Church. He was preceded in death by his brother, James (Jimmy) Carter; sisters, Gladys May and Ruth May. He is survived by his wife of 58 years, Dorothy; sons, Christopher (Jennifer) Carter, Scott Carter, and Timothy Carter; grandchildren, Ryan (Kristen) Carter, Justin (Karolanne) Carter, Sarah (Nathan) Planck and Shane Carter; great grandchild, Clark Planck.
