Joseph was born on July 28, 1943 in Independence, Kansas to Harry and Artie (Ford) Randolph. He worked as a credit manager and also served in the U.S. Navy. Joseph was a beloved husband, father, grandfather, brother and uncle who will be missed by all who knew him.

Survivors include his wife: Elaine Randolph; son: Jason Randolph of Taft, Texas; daughter: Megan Horton of Montgomery, Texas; brother: Bill Randolph (Pat) of Skidmore, Texas; grandchildren: Savannah Horton, Jesse Horton, Jr. and Jack Horton.
Visitation will begin Sunday, February 9, 2020, 2:00 PM at Portland Revival Center, Portland. The Funeral service will be celebrated Sunday, February 9, 2020, 3:00 PM at Portland Revival Center, Portland. Burial will follow in Coastal Bend State Veterans Cemetery, Corpus Christi, Texas.
